Governor Signs Bill To Stabilize Fire Hydrant Costs
Passage of House Bill (HB) 1512 led by Cascade and a coalition of interests capped a collaborative effort including Cascade Water Alliance and a statewide coalition to revise state law regarding local funding of fire hydrants.

Water utilities provide fire hydrant upkeep in neighborhoods or areas served. Fire hydrants became involved in long-running “tax v. fee” litigation, however, and a series of Washington Supreme Court decisions left unresolved questions about who pays for hydrants, what costs may be recovered and how, and potential liability for operation and maintenance.

Six months of meetings and outreach efforts produced a coalition created legislative proposal that became House Bill 1512. The bill restored a sustainable funding source, minimized future litigation, addressed legal risks arising from the lack of clear rules, and avoided adverse consequences for public fire protection – all within existing regulatory framework and without imposing any new mandates on anyone.

HB 1512 represented a collective request by water purveyors, local governments, fire fighters, and other concerned interests to better ensure that fire suppression systems work. The strength of the stakeholder process was illustrated by the fact that HB 1512 received a total of only three “nay” votes.

With temperatures rising and beaches filling up, Cascade and the Lake Tapps community teamed up to help swimmers and boaters stay safe this summer while enjoying Lake Tapps and other area waterways.

The City of Bonney Lake, Pierce County, East Pierce County Fire and Rescue, Bonney Lake Police Department, Dieringer School District, Sumner School District and Cascade Water Alliance hosted a community meeting on May 22 to launch the Swimsafe campaign and promote safe water programs.

“As owner of Lake Tapps, it’s an honor to work with the different agencies that serve the communities around the lake. Together, we strive to keep the Lake Tapps area clean, healthy and safe. Cascade is proud to help promote Swimsafe. We urge residents and visitors to enjoy the lake safely,” said Lloyd Warren, Cascade board member, who emceed the meeting.

Seventh grade students from North Tapps Middle School explored various measures to improve water safety on Lake Tapps as part of the Project Citizen Civics program and came up with their own ideas for Bonney Lake’s Allan Yorke Park, which they presented to Mayor Neil Johnson in April. Mayor Johnson gave the go-ahead to the students for the memorial which will be constructed with donated labor and materials soon.

Led by Pierce County Councilmember Dan Roach, on June 4 the Council and Executive will proclaim the summer of 2013 to be ‘Swimsafe summer in Pierce County’ and ‘commend Swimsafe campaign partners on their efforts to educate and increase public awareness of water hazards and water safety and to prevent future drowning tragedies in Pierce County.’

Savvy Gardener Classes Continue
Savvy Gardener classes teach and inspire residents to create beautiful and healthy lawns and gardens that don’t require excessive water or chemicals. Topics include food gardening, garden design and plant choice, drip irrigation and rainwater harvesting, and soil improvement. The classes are taught by popular gardening experts such as Marianne Binetti, Jessica Bloom and Peggy Campbell. All classes are free of charge and take place across the Eastside and in Seattle. Cascade Chair John Marchione, Mayor of Redmond, and Cascade Vice Chair, Jim Haggerton, Mayor of Tukwila, each recently visited the nation’s capital on official business. The two met with the Cascade Congressional delegations and shared with them key issues facing Cascade, such as replacement of the fish passage barrier on the White River.
